The  NELA  PHOCAS Project  is one of thirty-six Health Profession Opportunity Grants (HPOG) authorized by the Affordable Care Act.  The  NELA  PHOCAS Project  provides education and training to TANF recipients and other low-income individuals wanting to enter the health care field in careers that are considered high demand or are expected to experience labor shortages. The  NELA  PHOCAS Project  offers tuition & text book assistance, child care & travel reimbursement, on-the-job training, and case management to encourage successful completion of training and enable each participant to gain meaningful employment.

HPOG is a study funded by the federal government which is being conducted to determine how these training opportunities help people improve their skills and find better jobs.  During the study, all new eligible applicants will be selected by lottery to participate in these training opportunities.  Not all eligible applicants will be selected to participate in these opportunities.
